- Yes they can.

- These pants are described as two layer as they are made from a waterproof, windproof and breathable ngx two layer fabric- so yes they are breathable. As for comfort, these have elastic waistband and cuffs and are designed as a regular fit however that is always a personal preference.
- Is there netting , a layer on the inside or only the nylon single waterproof layer
- There is no netting or layer on the inside of these pants.
